Mr. Speaker, it is indeed an honour for me to present to this August House the 2009 Budget. But before I proceed with my speech, let me take this early opportunity to express my sincere gratitude to His Excellency, President Mwai Kibaki, for appointing me to the position of
the Minister for Finance.
I also want to recognize my brother The Rt. Hon Prime Minister, Raila Odinga, with whom we have worked very closely since I took charge of the finance portfolio.
