President Mwai Kibaki has urged residents of North Eastern Province to unite with their leaders and other Kenyans in supporting the Proposed Constitution.
President Kibaki affirmed that the Proposed Constitution will streamline the management of the country’s affairs, unifying the country and ensure equitable development in all regions.
The President, who was addressing a mammoth ‘Yes’ campaign rally at Garissa Primary School in North Eastern Province, commended leaders in the province for choosing to support the proposed new law.
Observing that passage of the new constitution will guarantee harmony among communities, the Head of State assured of the Government’s determination and commitment to support peace initiatives by the community in the province and other parts of the country.
The President urged Kenyans to come out in large numbers and vote for the Proposed Constitution during the August 4th national referendum.
The Head of State said the new law, which devolves power to the grassroots, will place the country on at par with other fast developing economies for the benefit of all Kenyans.
Responding to requests from area leaders in respect of infrastructure development, President Kibaki said the Government has already allocated funds for phase one upgrading of the Garissa-Wajir-Mandera road.
He observed that development of the road would provide a crucial link that will not only enable residents to access markets in neighbouring countries but also boost security.
During the rally, President Kibaki announced creation of the new Balanbala, Tarbaj and Habasweni districts to take Government services closer to wanainchi.
The President also consented to a request by leaders in the province to upgrade Garissa Teachers College to a University constituent College.
Addressing wananchi, Vice-President Kalonzo Musyoka urged Kenyans to support the Proposed Constitution, which he said, would empowered all communities and protect Kenyans’ human rights.
Mr. Musyoka said the equalization fund created by the Proposed Constitution in addition to the 15 per cent allocation to county governments would ensure more development in Arid and Semi-Arid lands.
The two Deputy Prime Ministers Uhuru Kenyatta and Musalia Mudavadi were among leaders who drummed up support for the Proposed Constitution.
The leaders said the attack on foreign envoys by leaders in the ‘NO’ camp was misplaced anger and frustration on realization that the Proposed Constitution was popular among majority of Kenyans.
The ‘Yes’ campaign rally, attended by 13 Cabinet Ministers and over 20 Members of Parliament from across the country, endorsed the Proposed Constitution as a document that was written by Kenyans and protect the rights of future generations.
